The module seeks to help students master diverse views, methods, and strategies of public administration, and bring enlightenment and reflection to provide public administration practice, learn relevant sources of theoretical literature, and provide guidance for further academic research.

Selected Topics in Political and Economic Development and Social Governance in Macao  

This module introduces the topics of political and economic development after Macao's return to China from the Portuguese administration. By studying major political or economic historical events or processes affecting the development of Macao, students may construct a new development scenario and discover its theoretical significance. To this end, influential literature on the subject will be presented as basic reading materials and discussion materials. Students will also be invited to explore "raw materials" (primary sources) on the subject, including original government archives, laws, policies, and planning texts, in order to explore explanations for historical outcomes.

This module is a management discipline that emphasizes the interactive relationship between people, government, society, organization, environment, and life. Its research scope is quite wide, and its research methods are often achieved through the integration of science and technology. Basically, public affairs management should first emphasize citizen's literacy and interaction, public and private sector operation, public and private sector interaction, citizen participation in public policy, community development affairs management, government productivity, public service and transportation system management, public and private sector financial planning management, social resources integration and operation management, urban management, local government management, local economic development strategy, development and management of social human resources, public works monitoring system management, and environmental management. Public affairs refer neither to the affairs of the government and the public and private sectors nor to the affairs of the general public. They refer to the affairs that must be solved through public action, coordination, and implementation of government units, and professional knowledge.

Selected Topics in Strategic and Crisis Management  

This module aims to enlighten and nurture students' leadership skills. Using the law of Art of Sun Tzu as the main axis, it is designed to introduce the art of war (strategy philosophy and philosophy of winning), as the purpose of leadership skills is to win. Among the ways of winning and the aims of strategy in the ancient and modern times, only "Sun Tzu's Art of Battle" is the most thorough. "Whether a general can accomplish his task or not depends on strategy", and thus strategy is the necessary homework of the leader. Success in leadership depends on both inside and outside strategy. An internal and external imbalance will lose the centre of gravity, not to mention mastery. In addition, we will take contemporary world-renowned leaders as examples of leadership. With Peter Durak who sweeps the world with his famous masterpiece (“The Effective Executive”), as well as the implementation of the excellent works (Bossidy & Charan's "Execution"), we may learn leadership at the operational level. Furthermore, communication and crisis management are also necessary methods for leaders. This module will arrange related topics to entertain students' desire for knowledge.

This module systematically introduces the theory and practice of contemporary international relations, and analyzes global politics from a series of different perspectives. Each section will incorporate innovative elements to assist students in learning. "Global Political Action" is used to explore the significance behind news content by illustrating major events in world affairs. The section on "Global Actors" is focused on the nature and importance of key actors on the world stage, from Google to G-20. Finally, the module summarizes different theoretical approaches and important debates to inspire students to think more deeply.

This module introduces and compares the governments and political systems of the two sides of the Straits, Hong Kong and Macao, and explores their political behaviors, and political processes and systems. It also helps students understand the different functions of these governments and their reasons as well as the world from the perspective of multicultural and political development. Such an understanding of the systems in other areas will help enhance the vision of students.

The History of Public Administration System in Macao  

Historical experience tells us that the success or failure of any government or regime's innovation and transformation depends on internal factors such as the will, ability, and experience of the governing team. However, forces and changes of external political, economic and social environments often have important impacts or act as driving forces to promote or resist reform, resulting in change. Alternatively, due to the change of the situation, questioning or challenging the change, resistance can be so widespread that the pace of government reform is unsustainable and likely to eventually fail. Besides the understanding of the reform of the organization structure, administrative behavior of the government itself, and the development of related academic research on public administration, this module discusses the reform of public administration of the Macao SAR government, which is also a very important aspect. Therefore, this module will intensively explain the evolution of Macao's public administration system.

Thesis  

1. To complete this PhD programme, students are required to undertake a research project, write an original thesis, and pass a public defense under the guidance of a supervisor. 2. The thesis should not only be original and highly professional, but also a rigorous research outcome consisting of literature review, observation, investigation, and feedback; 3. The topic of the research project is subject to the consent of the thesis supervisor before it can be carried out. The public defense is the last stage of the whole research project, through which the doctoral degree programme is completed. 4. Research results should further enrich the research in the field of public policy in Macao.
